Il progetto Lever Up nasce con l’obiettivo di rilanciare i buoni risultati ottenuti dalla prima fase di Lever e promuoverne visibilità, diffusione e replicabilità.
Cuore del progetto è la certificazione delle competenze, un asset sempre più strategico nelle politiche e nei programmi di apprendimento dell’Unione Europea. Lo conferma lo studio “European Skills and jobs (ESJ) 2015”, realizzato da Cedefop, da cui emerge con chiarezza quanto le competenze trasversali – comunicazione, lavoro di squadra, approccio problem solving, metodologie di apprendimento, planning e organizzazione – siano sempre più essenziali.
Il loro alto potenziale di trasferibilità attraverso differenti tipologie di lavoro e settori le rende ancora più strategiche in vista di una maggiore condivisione delle possibilità di impiego nell’Unione a 28 stati.

Lever Up, che si sviluppa a partire dal modello testato in Italia, Danimarca, Olanda, Spagna e Polonia, si muoverà lungo tre linee strategiche differenti:

  • perfezionamento delle risorse esistenti per migliorarne, in particolare, l’usabilità e l’accessibilità, così da renderne più semplice la comprensione e l’adozione
  • introduzione di innovazioni orientate al miglioramento della trasparenza e al riconoscimento di competenze e qualifiche che si possano formalmente integrare con gli strumenti esistenti a livello nazionale ed europeo
  • inclusione di pratiche digitali e tecnologie innovative, tali da potenziare i risultati di Lever Up e il loro impatto sul sistema socio economico ed educativo.

Conferma l’importanza di questo approccio trasversale anche la versione 2016 della New Skills Agenda, che promuove azioni di miglioramento dell’individuazione, gestione e profilazione delle competenze e si focalizza anche su una revisione dello European Qualifications Framework (EQF), per una migliore comprensione delle qualifiche e dell’uso delle competenze disponibili sul mercato del lavoro europeo.

In questo contesto, Lever Up si focalizza sul riconoscimento mutuale delle competenze chiave, a livello europeo, per l’apprendimento continuativo, in particolare per quel che riguarda l’ambito culturale, della comunicazione, sociale e civico, con un focus anche sull’imprenditorialità in ambito sociale.
A riassumere al meglio lo scopo del progetto è del resto già il titolo: “Valorizzare l’apprendimento informale e le competenze trasversali sviluppate nel servizio volontario, per aumentare le prospettive di impiego, responsabilità sociale e mobilità”, che verrà raggiunto attraverso:

  • Supporto intraeuropeo grazie alla condivisione delle politiche di riconoscimento e certificazione delle competenze
  • Rilascio di un nuovo modello VPL – LEVER Validation of Prior Learning, che fornisca un servizio rapido ed efficiente a tutti gli stakeholders
  • Acquisizione di una maggiore integrazione tra servizi di volontariato, educazione, il mercato del lavoro e le sue competenze.
  • Rafforzamento del link tra il modello VPL, il sistema di Qualificazione Nazionale (NQF) e gli strumenti disponibili a livello europeo, come Europass, ECVET, EQF e Open Badge.

RISULTATI ATTESI

Output tangibili

  • Evoluzione del modello LEVER: rilascio di una versione aggiornata del modello, che include interazioni sempre più strette EQF, EQVET, Europass e sistemi nazionali.
  • Servizio di apprendimento, pensato per formare valutatori, tutor e formatori esperti
  • Percorsi incrociati che coinvolgono istituzioni private, volontariato e servizi educativi
  • E-Lever space: una piattaforma web che ospita gli strumenti multilingua di gestione Lever Up e il sistema di e-learning
  • Il sistema di qualità Lever Up, in accordo con le linee guida VPL attualmente impiegate nei paesi del Nord Europa
  • Il modello economico Lever Up, sostenibile per gli stakeholders

Output intangibili

  • LEVER UP accrescerà la diffusione presso i gruppi di riferimento dei sistemi di apprendimento formale e non formale, e il loro riconoscimento attraverso certificazione, che li rende uno strumento di valore per il mercato del lavoro
  • I vari ambiti interessati da LEVER UP si muoveranno in armonia intorno a un medesimo obiettivo. Anche le istituzioni private potranno partecipare al processo di certificazione, se forniscono valutatori, e inoltre, linkando il nuovo modello VPL al sistema di crediti e qualificazioni, si stabilirà un rapporto di mutuo sostegno e condivisione di valori con il sistema educativo.

ENGLISH VERSION

Lever Up intends to exploit the Lever project legacy, enhancing its results and product visibility, diffusion and scalability. The key item of the project is the validation of competences, a crucial asset in the politics and learning programs of the UE.
The “European Skills and jobs (ESJ) 2015” survey, made by Cedefop, pointed out how essential are the transversal skills (communication, team-working, problem solving, learning skills and planning and organisation…). They typically have high transferability across different jobs and sectors and they are important for a higher share of EU28 jobs.

Lever Up, based on a model tested in Italy, Denmark, Holland, Spain and Poland, intends to move towards three main directions:

  • improvement of the existing resources, with the aim to enhance user friendliness, accessibility, that’s to facilitate the comprehension and the adoption
  • introduction of innovations, to enhance the transparency and the recognition of skills and qualifications, by integrating formally with the European and national tools for employability and education (Europass, ECVET, EQF, NQF)
  • inclusion of digital practices and innovative technologies, with the aim to foster and enhance the use of Lever UP outcome and their impact into the socio economic and educational system

Moreover, the New Skills Agenda, launched in June 2016, promotes actions focused on improving the skills intelligence, the skills profile tools to support early identification and profiling of skills and qualifications of citizens.
It also promotes a review of the European qualifications framework (EQF) for a better understanding of qualifications and use of all available skills in the European labour market.

From this perspective, LEVER UP is focused on the mutual recognition of the European key competences for lifelong learning, in particular the communication competences, cultural, social and civic learning competences and the social entrepreneurial skills.

The general scope of the project is summarized in its title: “Valuing informal learning and transversal competences experienced in the voluntary service to increase employability, social responsibility and mobility”, which will be met through:

  • Reaching mutual trust across Europe by sharing transversal competences´ recognition and certification.
  • Releasing a new empowered version of the LEVER Validation of Prior Learning (VPL) model, aiming at achieving a full speed service to all stakeholders.
  • Achieving a higher integration between the volunteering service, education and VET systems, the labour market realities and policies.
  • Strengthening the linkage between the LEVER VPL model with both National Qualification Frameworks (NQF) and European instruments such as: Europass, ECVET, EQF and also Open Badge.

Expected project results

Tangible outputs

  • The evolved LEVER model: Release of an updated version of the model, including strong links with EQF, EQVET, Europass and National frameworks.
  • The training service: A blended learning program intended to train assessors, tutors and certified trainers.
  • Cross experimentation involving businesses, volunteering and education institutions.
  • The e-Lever space: A web space to host the Lever Up multilingual management Webtool and the e-learning platform, among other features.
  • The Lever Up quality frame: A quality system that complies with the VPL quality guidelines in place in European Nordic countries.
  • The lever Up economic model: The frame that makes Lever Up sustainable for stakeholders.

Intangible outputs

  • LEVER UP will raise awareness on the target groups about non-formal and informal learning and its recognition by certifications, as a value for the labour market and employability
  • A consensus will be built among the different spheres addressed by LEVER UP. Businesses can participate in the certification process if they provide assessors. Also, by linking the new released VPL model to the vocational credits and qualifications, reciprocal values with the education environment will be established.
